HB 2611 Summary

• Establishes a $5 transaction fee for each recording in the Bureau of Conveyances and Land Court office, effective January 1, 2025, for services rendered by the Bureau of Conveyances.

• Deposits collected transaction fees into the Bureau of Conveyances Special Fund to support purchases of hardware, software, design and implementation services, staff training, and automation improvements.

• Expands authorized uses of the Bureau of Conveyances Special Fund to include digital preservation of recorded documents, professional restoration of historic records, and use of qualified contractors for bureau operations.

• Repeals the requirement that the Department of Land and Natural Resources establish microfilm fees for Bureau of Conveyances documents by administrative rules.

• Repeals Section 16 of Act 120 (Session Laws of Hawaii 2009), which previously established the same $5 transaction fee, effective December 31, 2024, replacing it with new statutory authority in Chapters 501 and 502.
