H.B. 2613 Summary

• Expands the criminal offense of false labeling of Hawaii-grown coffee to include roasted coffee, in addition to existing coverage of green, cherry, and parchment coffee.

• Imposes a mandatory $10,000 fine for each separate offense of false labeling of Hawaii-grown coffee, in addition to any other penalties imposed by law.

• Establishes one full-time equivalent position (measurements standards inspector) within the Department of Agriculture dedicated to labeling and packaging enforcement and inspection.

• Appropriates general revenues for fiscal year 2024-2025 to fund the new enforcement position, with authority to exceed the state general fund expenditure ceiling for the specified purposes.

• Takes effect July 1, 3000, except the appropriation provision takes effect July 1, 2024.
