HB2614 Summary

• Requires all Hawaii government entities that issue building permits to implement SolarAPP+ or an equivalent online automated permitting platform by January 1, 2025, to process and issue permits for solar distributed energy resource systems in real time.

• Mandates government entities in areas served by investor-owned electric utilities to establish a self-certification process for residential and commercial solar systems that automatically approves permits when licensed professionals certify code compliance and the project owner requests issuance.

• Permits do not require approved materials and methods numbers if applicants submit manufacturer specification sheets, installation and operations manuals, and UL or national testing laboratory certifications.

• Requires closing of self-certified permits within 30 days of submittal, provided final inspection confirms code compliance.

• Directs the Hawaii State Energy Office to develop a plan achieving state energy goals and Renewable Portfolio Standards by January 1, 2025.

• Takes effect January 1, 2060.
