Department of Agriculture shall conduct a feasibility study to identify potential sites in Hawaii for an aquaculture park, with preference for islands under reconstruction as of the effective date.

Feasibility study must evaluate factors including commercial aquaculture expansion plans, zoning requirements, environmental impacts, necessary permits/approvals, and construction budget and timeline.

Department must submit report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session convening.

Legislature declares that appropriations in this Act and Act 164 (2023) will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 due to public interest needs.

Appropriation made from general revenues for the Department of Agriculture to conduct the feasibility study, effective July 1, 3000 (appears to contain drafting error in effective date).
