Adds a new exception to Hawaii's school service area attendance requirement for children whose parent has transferred or is pending transfer from another state to a military installation in Hawaii on active military duty pursuant to official military orders.

Requires the Department of Education to accept applications for school enrollment and course registration within five days of receiving a military order, subject to available space, with applications submitted by electronic means.

Allows parents to provide proof of one of three address types for school placement: pending or current occupancy in temporary on-base billeting, an agreement to purchase/construct/lease a dwelling in the local community, or waitlisted or current occupancy in on- or off-base federal government housing.

Requires parents to provide proof of residence and other required documents to the department within ten days after the arrival date listed on official military orders.

Permits children to continue attending the same school through the end of the school year if relocating from temporary to permanent military housing in Hawaii and have attended the school for at least fourteen school days.
