Appropriates funding for mullet production programs to support fishponds and stock enhancement across Oahu and Hawaii Island, contributing to food security and cultural preservation.

Creates 8.0 full-time equivalent positions including two aquatic biologist V positions, two aquatic biologist IV positions, three fishery technician V positions, and one fishery technician IV position distributed among the Division of Aquatic Resources' Anuenue and Wailoa fisheries research centers and Waianae High School.

Appropriates $4,500,000 for equipment including shipping containers for office and plankton production space, tanks, backup generators, and hatchery equipment at the Anuenue fisheries research center, Wailoa fisheries research station, and Waianae High School.

Appropriates $150,000 for maintenance and operating costs including feed, supplies, electricity, and water for fiscal year 2024-2025.

Takes effect July 1, 2024, and includes findings that the appropriations will exceed the state general fund expenditure ceiling for fiscal year 2024-2025.
