• Repeals the exclusion of Hawaii State Legislature staff from collective bargaining coverage under Chapter 89, Hawaii Revised Statutes, making them eligible for union representation and collective bargaining rights.

• Adds the President of the Senate and Speaker of the House of Representatives as voting parties in collective bargaining negotiations, each receiving one vote for bargaining units (1), (2), (3), (4), (9), (10), (13), (14), and (15) if they have employees in those units.

• Removes "Staff of the legislative branch of the State" from the statutory list of individuals excluded from bargaining unit coverage and collective bargaining protections.

• Takes effect upon approval.
