Requires all public buildings constructed after January 1, 2025, to be designed to withstand category five hurricanes.

Public buildings constructed after January 1, 2025, must be usable as emergency shelters during disasters.

Expands the definition of "state building construction" to "public building construction" in Hawaii Revised Statutes Section 107-27.

Removes previous language requiring the State to consider hurricane resistance for new public schools and replaces it with a statewide requirement for all public buildings.

Takes effect upon approval.
