Requires the Department of Agriculture to contract a third-party entity to compile a report evaluating agricultural land use potential of state-owned parcels of five acres or more, excluding commercial, residential, and Department of Education lands.

Report must assess each parcel's agricultural potential for various crops and livestock production, including water availability and physical elements such as aquifer capacity, rainfall, elevation, soil classification, and presence of agricultural lands, wetlands, forests, and gulches.

Report must be submitted to the legislature no later than twenty days prior to the convening of the regular session of 2025.

Appropriates unspecified funds from general revenues for fiscal year 2024-2025 to the Department of Agriculture for purposes of this Act, with declaration that the appropriation will exceed the state general fund expenditure ceiling.

Effective July 1, 3000.
