Allows manufacturers of electronic devices to coordinate and collaborate with each other and other entities on recycling plans without antitrust liability under federal law or Hawaii's competition statute.

Exempts manufacturer coordination activities related to approved electronic device recycling plans from damages, liability, or scrutiny under federal antitrust laws or Hawaii Chapter 480.

Removes the January 1, 2023 implementation deadline for manufacturer recycling plans, allowing manufacturers that collaborate on plans to coordinate in any program year.

Permits manufacturers to satisfy recycling obligations by providing collection service locations at no cost in each county and zip code tabulation area with population greater than 25,000, either individually or through a coordinating body.

Allows coordinating bodies to reconcile each participating manufacturer's obligations based on proportional department-calculated goals if actual collections differ from manufacturer-specific targets.
