Classifies neonicotinoid pesticides as restricted use pesticides in Hawaii, requiring certified applicators or competent persons under their direct supervision to use them.

Defines "neonicotinoid pesticide" to include acetamiprid, clothianidin, dinotefuran, imidacloprid, nitenpyram, nithiazine, thiacloprid, thiamethoxam, and any other chemicals designated by the EPA as neonicotinoid class chemicals.

Excludes wood preservative pesticides, structural pest control products for household pests, in-home pet and pest treatments, and indoor products containing neonicotinoids from the restricted use classification.

Finds that neonicotinoid insecticides harm pollinator populations, threaten food systems and ecosystems, pose public health risks, and contaminate water supplies and food.

Takes effect upon approval.
