Appropriates funds from general revenues to the Department of Transportation for fiscal year 2024-2025 to coordinate removal of albizia and other invasive trees threatening public roadways and utility infrastructure rights of way on public and private land.

Requires matching funds from public utilities as a condition for the state funds to be made available.

Appropriated funds shall not lapse at the end of the fiscal biennium, but any unencumbered moneys remaining as of June 30, 2026 shall lapse on that date.

Identifies albizia trees as invasive species that pose threats to public safety, property, utility infrastructure, and native plant growth, particularly during natural disasters such as tropical storms and Kona storms.

Takes effect July 1, 3000.
