Extends hazard mitigation authority from the governor alone to include the mayor of the county where private property is located.

Authorizes designated state or county employees, agents, contractors, or representatives to enter private property to address hazards threatening public or private property, including dangerous trees, unstable soil, flooding risks, and fire hazards.

Requires at least ten days' written notice to landowners before entry and gives property owners a reasonable opportunity to mitigate hazards themselves before government intervention.

Allows the governor or mayor to seek recovery of all costs and expenses incurred in hazard mitigation, which become a lien on the property.

Takes effect July 1, 2024, contingent upon authorization and funding for program administration.
