State and county building codes shall not prohibit the use of refrigerants designated as acceptable under federal law (42 U.S.C. § 7671k), provided equipment is listed and installed according to applicable safety standards.

State Building Code Council must establish codes and standards consistent with reducing greenhouse gas emissions from hydrofluorocarbons when adopting, amending, or updating Hawaii State Building Codes.

Supports federal American Innovation and Manufacturing Act of 2020, which mandates an 85 percent phasedown of hydrofluorocarbon refrigerants expected to reduce emissions by approximately 2.4 billion metric tons of carbon dioxide by 2035.

Effective date: July 1, 3000.
