Removes the requirement that the Director of Human Resources Development submit a report to the Legislature before reclassifying or abolishing vacant positions within state departments and agencies.

Eliminates the requirement for the director to list vacant positions, identify affected agencies, provide reasons for reclassification or abolishment, and state how long positions have been vacant.

Removes the 60-day waiting period that previously required the director to wait at least 60 days after submitting a report before reclassifying or abolishing any vacant positions.

Takes effect on July 1, 2050.
