Amends HRS Section 486-119(a) to clarify that "production" in the "Made in Hawaii" labeling requirement includes operating and overhead expenses incurred and spent within the State.

Maintains existing requirement that products labeled "Made in Hawaii" must be manufactured, assembled, fabricated, or produced in Hawaii with at least 51% of wholesale value added within the State.

Appropriates $150,000 for fiscal year 2023-2024 and $150,000 for fiscal year 2024-2025 to the Department of Business, Economic Development, and Tourism for promotion and development of the "Made in Hawaii" brand.

Effective date: July 1, 2023.
