Establishes green infrastructure objectives and policies for state facility systems, infrastructure, and transit projects, including minimizing stormwater runoff, reducing urban heat island effects, removing air pollutants, and sequestering greenhouse gas emissions.

Adds quality-of-life design objectives requiring visual and sound barriers and incorporation of live foliage, trees, and Hawaiian plants in state projects.

Amends the state plan to promote increased outdoor public green spaces, connected trail systems, expanded urban tree canopy, and prioritized use of Hawaiian plants.

Requires the Office of Planning and Sustainable Development, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature no later than twenty days prior to the 2025 regular session with implementation recommendations.

Appropriates unspecified funds from general revenues for fiscal year 2024-2025 to establish policy analyst positions and provide program funding, with an undetermined impact on the state general fund expenditure ceiling.
