Amends Section 103D-709 of Hawaii Revised Statutes regarding cash or protest bonds required in procurement administrative proceedings.

Requires the bond amount (one percent of estimated contract value) to be returned to the initiating party, minus twice the amount of administrative costs determined by the office of administrative hearings.

Provides for full forfeiture of the bond into the general fund if the initiating party does not prevail and the office of administrative hearings finds the appeal was frivolous or made in bad faith.

Changes the current law that only returns the bond to a prevailing party, creating a new standard that returns bonds in most cases with cost deductions.
