• Allows counties with populations under 500,000 to use county surcharge revenues for maintenance of public roadways and privately-owned roadways that are open to the public.

• Requires counties to use fuel tax revenues for reconstruction, improvement, repair, and maintenance of privately-owned roadways open to the public.

• Extends the sunset date for the working group established under Act 200, Session Laws of Hawaii 2022, from June 30, 2024, to June 30, 2025.

• Effective date: July 1, 3000.
