Amends Hawaii Revised Statutes Section 104-2(c) to allow laborers and mechanics on public works projects to work on Saturdays, Sundays, and state holidays at regular hourly rates when permitted under an applicable collective bargaining agreement, instead of requiring overtime compensation.

Establishes that when a collective bargaining agreement sets basic hourly rates for weekend or holiday work, those rates and any premium rates specified in the agreement apply, rather than mandatory overtime compensation.

Addresses contractor reluctance to schedule weekend and holiday work due to overtime requirements, which has prevented employees from earning full weekly pay and delayed project completion when work is prevented during regular weekdays.

Maintains that the basic hourly rate for any laborer or mechanic cannot be less than the prevailing wage rate determined by the director for similar work in the state.

Takes effect upon approval.
