Prohibits parking of motor vehicles on the grounds of Iolani Palace, except for necessary deliveries and administrative purposes, effective January 1, 2025.

Requires the Department of Accounting and General Services to remove all blacktop, parking areas, and paid public parking adjacent to Iolani Palace, commencing no later than January 1, 2025.

Requires the Department of Land and Natural Resources to develop and maintain a pedestrian area with grass or historically appropriate materials to replace the removed parking, reflecting the original palace grounds landscape based on Hawaii State Archives photos.

Mandates both DAGS and DLNR to submit cost analyses and proposed legislation, if necessary, to the legislature no later than twenty days before the 2025 regular session convening.
