Makes it unlawful to sell, offer for sale, or distribute for sale any flushable wipe in Hawaii beginning on an unspecified date.

Defines "flushable wipe" as a disposable wipe in packaging labeled "flushable," "sewer safe," "septic safe," or otherwise indicating suitability for toilet disposal, excluding products labeled "toilet paper."

Violators are subject to penalty provisions under Chapter 342D, Part II of Hawaii Revised Statutes, in addition to any other remedies provided by law.

Protects residential and municipal plumbing, sewerage systems, public health, and wastewater treatment infrastructure from damage caused by non-biodegradable flushable wipes that clog pipes and form blockages.

Takes effect June 30, 3000 (effective date contains apparent drafting error).
