Expands the Hawaiian Language College Revolving Fund to accept revenues from any source, including training, evaluation services, product sales, translation services, and consultation (previously limited to Hawaiian language materials sales).

Adds the Imiloa Astronomy Center of Hawaii as a beneficiary of both the Hawaiian Language College Revolving Fund and the Hawaiian Early Learning Trust Fund.

Redefines the purpose of the Hawaiian Early Learning Trust Fund to support the Hawaiian language medium education pathway, including the Imiloa center and Hawaiian language college (previously limited to Hawaiian early learning).

Establishes a $499,999 cap on individual deposits into both the Hawaiian Language College Revolving Fund and the Hawaiian Early Learning Trust Fund, while removing limits on total revenue deposited.

Maintains the University of Hawaii at Hilo's requirement to submit an annual report by August 31 on fund sources and expenditures.
