HB 2684 Summary

• Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaii at Hilo, to be operated as a collaboration between the Imiloa astronomy center and the College of Hawaiian Language with flexibility in scheduling, outreach, and functionality.

• Expands the Hawaiian Language College revolving fund to accept revenues from any source (including training, evaluation services, translation, and consultation) and allows these funds to support both the College of Hawaiian Language and the Imiloa astronomy center.

• Modifies the Hawaiian Early Learning Trust Fund to explicitly support the Hawaiian language medium education pathway, including both the Imiloa center and Hawaiian Language College.

• Prohibits the University of Hawaii from limiting total revenue deposited into either the Hawaiian Language College revolving fund or the Hawaiian Early Learning Trust Fund, but caps individual deposits at $499,999.

• Grants the institute authority to establish appropriate fees for its services and products, and provides ownership of any patents, copyrights, inventions, or discoveries arising from institute activities, subject to Board of Regents policies.
