Insurance Commissioner shall conduct a study on property insurance stabilization in Hawaii, with findings and recommendations due to the legislature no later than 20 days before the 2026 regular session convening.

Study must identify methods for capitalizing a new condominium insurance fund and the Hawaii Property Insurance Association to serve as insurers of last resort.

Study must identify statutory powers necessary for the new condominium insurance fund's operations and include an assessment of hurricane insurance.

Study shall include proposals for enforcing condominium repairs, maintenance, and improvements.

Appropriates unspecified funds from general revenues for fiscal year 2024-2025 to the Insurance Division of the Department of Commerce and Consumer Affairs to conduct the study.
