• Establishes the resilience hub and network grant program within the Hawaii Emergency Management Agency to provide grants and technical assistance for community resilience facilities and networks statewide.

• Defines resilience hubs as physical facilities operated by local entities that provide emergency shelter, resources, communications, renewable energy, and support services during and after disasters, with accessibility for vulnerable populations.

• Creates the resilience hub and network grant program special fund to receive deposits from the environmental response, energy, and food security tax and other sources.

• Increases the environmental response, energy, and food security tax from $1.05 to $2.10 per barrel of petroleum product and from 19 to 38 cents per million British thermal units of fossil fuel, depositing a portion into the resilience hub special fund.

• Takes effect July 1, 2024.
