H.B. 2689 Summary

• Requires rental motor vehicle lessors operating more than 200 light duty passenger vehicles to achieve zero-emission vehicle fleet percentages: 15% by July 1, 2027; 50% by July 1, 2030; and 100% by July 1, 2035.

• Defines zero-emission vehicles as battery electric vehicles, hydrogen fuel cell vehicles, and plug-in hybrid electric vehicles with specific battery storage requirements (16+ kilowatt hours qualify as full zero-emission vehicle).

• Mandates all rental motor vehicle lessors report annually to the director of commerce and consumer affairs by December 1, beginning in 2025, including make, model, license plate number, and fuel type of each vehicle in their fleet.

• Imposes a fine of $1,000 per month for each vehicle below required zero-emission percentages for non-compliant lessors.

• Applies only to light duty passenger vehicles with a gross weight rating below 8,500 pounds.
