Requires the department of accounting and general services to submit a report by December 31, 2023, detailing plans to acquire the Hawaii Theatre Center and designate it as the Hawaii State Theatre.

Designates the Hawaii Theatre Center as the Hawaii State Theatre on January 1, 2025, contingent upon the department acquiring the facility.

Recognizes the Hawaii Theatre Center as the second largest proscenium performance facility in Hawaii, established in 1922 and operating as a 501(c)(3) nonprofit since 1984.

Notes the theatre's recognition as a historic landmark listed on Hawaii and national registers, including the 2005 Outstanding Historic Theatre in America award and 2006 National Preservation Honor Award.

Takes effect on June 30, 3000.
