Authorizes two or more members of the Mauna Kea Stewardship and Oversight Authority, including a quorum, to meet during the five-year transition period to discuss authority business without being subject to Hawaii's public meeting law (Chapter 92).

Prohibits authority members from making voting commitments or taking decision-making actions at these informal meetings; all formal decisions must occur at properly noticed public meetings.

Clarifies that interactions between authority members under this provision do not constitute official meetings for purposes of Hawaii's Sunshine Law.

Applies state sovereign immunity to the Mauna Kea Stewardship and Oversight Authority by making section 26-35(b) of Hawaii Revised Statutes applicable to the authority.

Repeals the transition period meeting flexibility provision on June 30, 2028, limiting the exception to the five-year transition period.
