Requires each county board of water supply or water board to prioritize the sustainable recharge of aquifers within their jurisdiction.

Mandates that county water boards ensure the health of watersheds within their jurisdiction.

Requires water boards to prioritize the development of affordable housing (defined as housing affordable to households at or below 140% of median family income) over other types of development when allocating water for new development.

Exempts agricultural water allocations and water allocations for Hawaiian Home Lands developments under the Hawaiian Homes Commission Act, 1920 from these requirements.
