Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide recovery efforts from the August 2023 Maui wildfires, which destroyed over 2,000 homes and 800 businesses with estimated property damage of $6 billion.

Commission consists of 19 voting members including state legislators representing Lahaina, Maui County mayor, county council members, state agency heads, and six residents of Lahaina at time of wildfire designated by legislative leaders.

Requires commission to establish recovery standards, goals, and metrics by December 31, 2024, and to create a website serving as an information clearinghouse and public forum for recovery-related input and updates.

Mandates annual reports to the legislature from 2026 through 2030 covering housing and facility rebuilding, environmental restoration, infrastructure status, resident needs, progress toward established goals, and recommendations.

Commission ceases to exist June 30, 2030; includes appropriation of unspecified general fund revenues for fiscal year 2024-2025; effective date listed as July 1, 2112.
