Department of Agriculture shall conduct a study on requirements and restrictions related to disposition of non-agricultural park lands.

Study shall consider increasing availability of affordable agricultural land for new or beginning farmers.

Study shall examine revoking leases of lands not being actively farmed or not generating sufficient income from agricultural production.

Study shall address recapturing windfalls from transfers of leases and other issues related to maximizing benefit to the State of agricultural lands.

Department must submit report of findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the 2025 regular session.
