Allows counties to use county surcharge on state tax revenues for maintenance of privately-owned roadways that are open to the public.

Amends Section 46-16.8, Hawaii Revised Statutes, to add new subsection (g) permitting counties adopting a surcharge ordinance to use surcharge revenues for maintenance of privately-owned roadways open to public use.

Amends Section 243-6, Hawaii Revised Statutes, to add new paragraph (3) authorizing counties to use fuel tax revenues for reconstruction, improvement, repair, and maintenance of privately-owned roadways that are open to the public.

Renumbers existing provisions in Section 243-6 accordingly to accommodate the new paragraph regarding privately-owned roadways.

Takes effect upon approval.
