Appropriates general revenue funds to increase med-QUEST division reimbursement rates for applied behavioral analysis services for persons with autism up to age 21.

Requires the Department of Human Services to obtain maximum available federal matching funds and pursue all other funding sources, including private grants, before expending state general revenues.

Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025 and identifies this as necessary to serve the public interest.

Addresses provider shortage caused by reimbursement rates unchanged since 2015, which prevents beneficiaries from competing with private sector and other government programs offering higher rates.

Takes effect July 1, 2050.
