Appropriates funds from general revenues for fiscal year 2024-2025 to provide contracted services supporting families in the State's adoption assistance and permanency assistance programs.

Services funded are intended to help with family strengthening and maintaining safe home environments for adopted children who have experienced trauma from abuse, neglect, or removal from their families.

Department of Human Services is designated to expend the appropriated funds for these purposes.

Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025 under Hawaii State Constitution article VII, section 9 and Hawaii Revised Statutes sections 37-91 and 37-93.

Takes effect July 1, 3000 (note: effective date appears to contain a typographical error).
