Amends Hawaii Revised Statutes Section 22-4 to authorize temporary assignment of permanent legislative staff to executive or judicial branch agencies during the interim between regular sessions.

Requires approval from the presiding officer of the employing legislative chamber and the legislator who appointed the employee before any temporary assignment can occur.

Requires a memorandum of understanding or agreement between the presiding officer and receiving agency head that specifies duties, responsibilities, compensation, which agency pays the employee, assignment duration, and other relevant details.

Maintains that temporarily assigned legislative employees retain their status as permanent legislative employees exempt from civil service (Chapter 76) throughout the temporary assignment period.

Takes effect upon approval.
