Authorizes the director of finance to issue special number plates commemorating Malama Puuloa to registered motor vehicle owners who are state residents and complete the application and fee requirements.

Requires the director of finance of Honolulu, in consultation with other county finance directors, police chiefs, and the CEO of Hui o Ho'ohonua, to establish a special number plate design that includes words or images recognizing Malama Puuloa and complies with state vehicle registration standards.

Establishes a special number plate fee covering the county's production and administrative costs plus a fundraising fee determined by the director of finance in consultation with Hui o Ho'ohonua, with an optional additional renewal fee.

Requires net revenue from fundraising fees to be deposited in a separate county budget account in the name of Malama Puuloa and directed to fund restoration efforts at Puuloa (Pearl Harbor).

Allows the director of finance to revoke all special number plates if fewer than 150 vehicles obtain them within three years of the first issuance.
