Allows tenants who prevail in lawsuits for violations of Hawaii's residential landlord-tenant code to recover damages, attorney's fees, and court costs.

Awards prevailing tenants the greater of either $1,000 or three times their actual sustained damages.

Provides for recovery of reasonable attorney's fees and costs of suit in addition to the statutory or treble damages award.

Applies to any tenant directly affected by a violation of the residential landlord-tenant code in Chapter 521, Hawaii Revised Statutes.

Takes effect upon approval and does not apply to rights, penalties, or proceedings that existed before the bill's effective date.
