Requires planned community associations with 1,000 or more members to establish a neighborhood security watch program within one year of the Act's effective date.

Associations may either develop and adopt their own program rules or allocate a portion of regular assessments to fund a third-party neighborhood security watch program.

Program rules must define purpose and scope, establish volunteer recruitment and training procedures, address data collection and reporting protocols, and ensure compliance with applicable laws.

Associations must hold at least one public meeting with proper notice to inform members of options, allow questions and input, and discuss the proposed program before implementation.

Department of Commerce and Consumer Affairs may grant exemptions if implementation is infeasible or if the association already operates demonstrably effective alternative community safety initiatives.
