Establishes the Hui Hoomana task force led by the state health planning and development agency in coordination with the department of health, department of human services, and insurance commissioner to develop a comprehensive plan for universal access to affordable, high-quality healthcare and health insurance.

Task force comprises 22 voting members including state agency heads, representatives from major health insurers, healthcare providers, professional associations, and one member from each county selected by the respective mayor, plus 10 non-voting ex-officio members.

Task force must develop a comprehensive plan with prioritized actionable tasks, implementation strategy and timeline, and a financial plan for securing private, state, and federal funding to implement the plan.

Requires a preliminary report to the legislature no later than 20 days before the 2025 regular session and a final report no later than 20 days before the 2026 regular session.

Task force dissolves on July 1, 2026; members serve without compensation but may be reimbursed for reasonable expenses.
