Eliminates the 16-cent state tax on gasoline and other liquid fuels sold in Honolulu, Hawaii, Maui, and Kauai counties, leaving only county-levied fuel taxes in place.

Eliminates the 15-cent state tax on diesel oil sold for motor vehicle use on public highways in all four counties, retaining only county fuel taxes.

Maintains the 1-cent state tax on diesel oil and aviation fuel, and the 2-cent state tax on naphtha used in power-generating facilities.

Preserves the existing refund mechanism for agricultural equipment not operating on public highways.

Effective for taxable years beginning after December 31, 2024.
