Repeals the exemption of the Hawaii Tourism Authority from administrative supervision of boards and commissions under Section 26-35 of Hawaii Revised Statutes, making the authority subject to full administrative oversight.

Transfers the function of awarding and administering cultural grants that perpetuate the uniqueness of native Hawaiian culture and community from the Hawaii Tourism Authority to the State Foundation on Culture and the Arts.

Transfers all appropriations, records, equipment, contracts, and other property held by the Hawaii Tourism Authority relating to cultural grants to the State Foundation on Culture and the Arts.

Effective date is July 1, 3000.
