Department of Agriculture must conduct a feasibility study on roadside stands selling value-added products and requirements for retail agricultural-based commercial operations, in consultation with the Department of Commerce and Consumer Affairs, Department of Health, Department of Taxation, and other state agencies.

Study must examine the economic impact of roadside stands displaying and selling value-added products in Hawaii.

Study must analyze the impact to retail activities in agricultural districts if a minimum percentage requirement for agricultural products produced on-site were implemented for retail agricultural-based commercial operations.

Study must assess impacts to counties and identify other significant issues related to authorized activities and uses in agricultural districts.

Department of Agriculture must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 regular session convenes.
