Establishes a new Filmmakers Special Fund within the Department of Accounting and General Services to award grants for film, media, and creative industries intellectual property development projects created and produced by Hawaii resident filmmakers in Hawaii.

Repeals the existing Hawaii Film and Creative Industries Development Special Fund and transfers all unexpended and unencumbered moneys from that fund to the new Filmmakers Special Fund.

Transfers administration of the fund to the State Foundation on Culture and the Arts, working in consultation with the Creative Industries Division of the Department of Business, Economic Development, and Tourism.

Redirects fees collected from the motion picture, digital media, and film production income tax credit (0.2% of tax credits claimed) to be deposited into the new Filmmakers Special Fund instead of the previous fund.

Appropriates funds from the Filmmakers Special Fund for fiscal year 2024-2025 to the State Foundation on Culture and the Arts for awarding grants; effective July 1, 3000.
