Authorizes the Department of Agriculture to request information from the Department of Land and Natural Resources regarding necessary and reasonable easements before transferring non-agricultural park lands.

Changes the Department of Agriculture's role from discretionary ("may") to mandatory ("shall") to accept transfer and management of qualifying non-agricultural park lands, subject to board determination of agricultural suitability.

Requires the Department of Agriculture to inquire with the Department of Land and Natural Resources about easements needed for access to landlocked forest reserves or other assets before offering leases on transferred lands.

Maintains requirement that lessees develop and maintain conservation plans addressing land clearing, cropping systems, irrigation, drainage, and noxious weed control to prevent environmental degradation.

Requires joint approval from both the Board of Land and Natural Resources and Board of Agriculture before removing pasture lands for reforestation or other public purposes, with at least one year notice to current lessees.
