Increases the penalty for disturbing human remains from burial sites from a misdemeanor to a felony under Hawaii Revised Statutes Section 6E-72.

Applies to acts of taking, appropriating, excavating, injuring, destroying, or altering a burial site.

Establishes a mandatory fine not to exceed $25,000 in addition to any other penalties authorized for felony convictions under Chapter 706.

Does not affect rights, duties, or penalties that existed before the act's effective date.

Takes effect upon approval.
