Allows partnerships, S corporations, estates, and trusts to claim credits based on designated spaces, with distribution of credits determined by administrative rule.

Excess credits exceeding a taxpayer's income tax liability may be carried forward to subsequent taxable years until fully used.

Applies to taxable years beginning after December 31, 2022, with an effective date of July 1, 3000.
