• Creates annual wildfire hazard maps by the Department of Land and Natural Resources identifying high-risk, medium-risk, and low-risk areas in each county

• Requires private and public property owners in high- and medium-risk fire areas to trim grasses within 25 feet of public rights of way and within 10 feet of utility lines during specified months, with $1,000 fines for non-compliance and daily penalties for continued violations

• Authorizes electric utility companies to enter private or public property to trim or remove hazardous vegetation that threatens utility lines in high- and medium-risk areas, either with notice and 30-day cure period or immediately in imminent danger situations

• Provides utility companies immunity from liability for damages caused during vegetation removal under normal circumstances, but holds them liable only for negligent acts when entering property without notice in emergency situations

• Declares the general fund expenditure ceiling is exceeded and appropriates unspecified funds to the Department of Land and Natural Resources, effective July 1, 2024
