Amends Act 312, Session Laws of Hawaii 2022, to expand the Cover Crop Reimbursement Pilot Program to include oilseed cover crops (camelina, carinata, pennycress, and sunflower) in addition to plants listed in the University of Hawaii's cover crop and green manure database.

Oilseed cover crops can be produced as a second or third crop on existing fallow croplands while providing environmental benefits including reduced soil erosion, decreased dust and nutrient runoff, and improved pollinator health and biodiversity.

Supports Hawaii's renewable portfolio standards requiring electric utility companies to achieve 40% renewable net electricity generation by 2030, 70% by 2040, and 100% by 2045 through development of locally sourced firm renewable energy sources.

Recognizes oilseed cover crops as feedstocks for creating firm renewable energy to offset the intermittent nature of wind and solar power generation.

Takes effect upon approval.
