Establishes progressive benchmarks for local agricultural product purchases by the Department of Health, Department of Corrections and Rehabilitation, Department of Defense, and University of Hawaii system, ranging from 10% by January 1, 2025 to 50% by January 1, 2050.

Exempts the Department of Education from the general benchmarks in Section 27-8 and instead subjects it to the existing 30% local sourcing goal by January 1, 2030 established under Section 302A-405.6.

Clarifies that local agricultural products include both fresh local agricultural products and local value-added, processed, agricultural, or food products, measured by percentage of total food cost.

Creates consistent and predictable increases in local sourcing requirements across state departments at 8% increments every five years for applicable agencies.

Takes effect on July 1, 2050.
